The TESA Act hopes to increase the activities of the U.S. Department of Customs and Homeland Protection (CBP) and promote trade through improved investigations, increased resources, and improved delegation of authority.

The bill provides for the importation of experts in the verification of well-trained textiles and garments in the 15 ports of the United States, and requests the government to publish the name of the company that violates the trade agreement. In addition, the U.S. government is required to establish an electronic verification system to track imports of yarns and fabrics from countries that have signed free trade agreements, to establish plans for new importers of textiles and garments, plans for non-resident importers, and to establish registration systems for textile and garment manufacturing and suppliers. .

CBP taxes more than $30 billion a year, of which 42% (more than $12 billion) comes from textile imports.
